Spain strengthens its commitment to Ukraine: creates the Office for the reconstruction of the country

 
  • Reporting to the Ministry of Economy, Trade and Business, the new Spanish Office for the Reconstruction of Ukraine has the mission of promoting Spanish action to support the reconstruction of the country.
  • It acts as a one-stop shop for Spanish companies interested in developing projects in the field, facilitating access to available resources for the reconstruction of Ukraine, and offering advice and support to companies and operators.
  • The structure of the Secretariat of State for Trade is being reorganised and will now have two general directorates, one for Economic and Commercial Intelligence and the other for Trade Policy and Economic Security, as well as the Spanish Office for the Reconstruction of Ukraine.

The Council of Ministers has approved the creation of the Spanish Office for the Reconstruction of Ukraine with the status of a Directorate-General reporting to the State Secretariat for Trade of the Ministry of Economy, Trade and Business. This fulfils one of the commitments announced by the Prime Minister, Pedro Sánchez, to the President of Ukraine, Volodymyr Zelensky, last July, as part of the actions to support the Ukrainian people.

This new Office has been created with the mission of serving as a one-stop shop for Spanish companies interested in developing projects on the ground, strengthening coordination with European and multilateral institutions, and facilitating access to official sources of financing.

It will have a budget of €1.3 million, within the budget of the Secretary of State for Trade.

Identifying needs and advising companies

The Spanish Office for the Reconstruction of Ukraine will take on various strategic functions, including technical representation in international forums related to reconstruction, and will participate in developing Spain's position in this area.

The Office will advise Spanish companies interested in investing or participating in projects and tenders. It will also propose the organisation of business and institutional missions to Ukraine in collaboration with ICEX, Chambers of Commerce and business associations.

In this regard, it will promote the identification of opportunities in international and Ukrainian financial institutions dedicated to reconstruction and will propose the development of specific actions by official instruments of financial support and cooperation for internationalisation aimed at the reconstruction of Ukraine.

The Economic and Commercial Offices in Kiev and Warsaw will support this new Office in channelling actions on the ground.

Reorganisation of the structure of the Ministry of Economy, Trade and Enterprise

With the creation of this Office, the structure of the Ministry of Economy, Trade and Business is being reorganised and the State Secretariat for Trade will now have three governing bodies to ensure an effective, coordinated and strategic response in the field of international trade: the General Directorate for Economic and Commercial Intelligence, the General Directorate for Trade Policy and Economic Security and the Spanish Office for the Reconstruction of Ukraine.
