Leverage Policy V of the Recovery, Transformation and Resilience Plan: ‘Modernisation and digitalisation of the industrial sector and SMEs, recovery of tourism and promotion of an entrepreneurial Spain’, in line with ‘Component 13: boosting SMEs’, sets out a series of projects for the development of investments and reforms aimed at achieving the following objectives: boosting entrepreneurship and growth, facilitating the digital transition and driving business innovation, supporting trade, and promoting internationalisation.
In this regard, it includes funding schemes for opening up foreign markets, grants for strengthening communication systems and telematic services in exporters’ associations and federations, Official Spanish Chambers of Commerce abroad and Federations of Chambers, organised by the Secretary of State for Trade.
The modernisation of the retail sector is also one of the objectives of the Recovery Plan. Thus, three lines of grants have been rolled out to local authorities for the modernisation of commercial areas and, consequently, to support local trade: grant to support markets, urban commercial areas, itinerant trade and short supply chains; grant to support commercial activity in rural areas; and grant to strengthen commercial activity in tourist areas.
Furthermore, in response to the economic impact of the threat of international tariffs, the latest Addendum to the Recovery, Transformation and Resilience incorporates a new Component 32, ‘Support for Recovery and Resilience in response to natural disasters’ , which provides for measures to evaluate programmes supporting the internationalisation of businesses in the territories affected by the DANA in order to tackle the tariff crisis, and to strengthen the resilience of productive sectors in the face of external crises. The new component is approved within the context of the Commercial Response and Relaunch Plan, aimed at strengthening the productive capacity of businesses, promoting their internationalisation and diversifying markets. This plan was established by Royal Decree-Law 4/2025 of 8 April, with the aim of mitigating the negative impacts of tariffs on the Spanish economy.
