Responsibilities
- Responsible for the proposal, development and monitoring of the Department’s general policy in relation to financial regulation; the financing and management of public debt; the coordination and authorization of public issuers, including territorial public administrations and the State owned enterprises; the management of the State Treasury; the general organisation of payments; the management and administration of the General Deposit Fund; and the inspection and control of capital movements.
Academic background
- Bachelor’s Degree in Economics and Business Studies, specialising in Business Administration, from Universidad Autónoma de Madrid, 1997.
- University Specialist in Interest Rates, Exchange Rates and Derivative Financial Instruments from Universidad Nacional de Educación a Distancia (UNED).
- Advanced Specialisation Diploma in Blockchain from Universidad Complutense de Madrid.

- General Director of the Treasury and Financial Policy at the Spanish Ministry for Economy, Trade and Business since July 2026.
- Expert at the Deputy General Directorate for Financial Legislation of the General Directorate of the Treasury and Financial Policy from May 2023 until July 2026.
- Head of the Conduct Division at the Institutions' Conduct Department of Banco de España from May 2020 until April 2023.
- Head of the Inspection Unit at the Institutions’ Conduct Department of Banco de España from October 2014 until April 2020.
- Inspector of Credit Institutions at the Directorate General of Supervision of Banco de España from 2001 until 2014.
- Technical position at the Foreign Assets Management Unit of Banco de España.
- Earlier positions in the private financial sector at CaixaBank, Ibercaja and Argentaria Portugal.
