About the Office

The Spanish Office for the Reconstruction of Ukraine is a recently created body with the status of a General Directorate and reporting to the State Secretariat for Trade of the Ministry of Economy, Trade and Business. Its mission is to promote and coordinate the resources necessary for the reconstruction, reform and modernisation of Ukraine.

The new Office was created with the mission of serving as a one-stop shop for Spanish companies interested in developing projects on the ground, strengthening coordination with European and multilateral institutions, and facilitating access to official sources of financing.

The Office assumes various strategic functions, including technical representation in international forums related to the reconstruction of Ukraine and participation in the development of Spain's position in this area. It also provides advice to Spanish companies interested in investing or participating in projects and tenders and proposes the organisation of business and institutional missions to Ukraine in collaboration with ICEX, chambers of commerce and business associations.

In addition, this Office is responsible for promoting the identification of opportunities in international and Ukrainian financial institutions dedicated to reconstruction and proposing the development of specific actions for official instruments of financial support and cooperation for internationalisation aimed at the reconstruction of the country.

The Economic and Commercial Offices in Kiev and Warsaw, for their part, provide support to this Office in channelling actions on the ground.

The Office is headed by Clara Guzmán Zapater, appointed Director of the Spanish Office for the Reconstruction of Ukraine by Royal Decree 908/2025 of 7th October.

Clara Guzmán belongs to the Civil servant of the High Corps of State Economists and Trade Specialists and has a degree in Law from the Universidad Complutense de Madrid. She has a long professional career in the Spanish Public Administration and her experience includes the development and implementation of public policies, negotiation with national and international entities and companies, as well as the formulation of strategies to support the internationalisation of Spanish companies.

Clara Guzmán has extensive knowledge of foreign trade and has held the position of Economic and Commercial Counsellor in various Spanish Economic and Commercial Offices such as Düsseldorf, Moscow, Stockholm and Copenhagen.

Throughout her career, she has also served as an advisory member in the Secretariat General of International Economy, the Office of the Minister of Industry and in the Office of the Undersecretary for Economic Affairs and Digital Transformation. She has also been deputy director of Export Credit at the Insurance Compensation Consortium (CCS), advisor to the National Cybersecurity Institute (INCIBE) and general director of Research at the National Competition Commission (CNC).

During her extensive career, Clara Guzmán has represented Spain in various national and international economic and business forums, including the European Commission and the Organisation for Economic Co-operation and Development (OECD).
