ICSID is a World Bank agency that provides mediation and arbitration services for the settlement of investment disputes between States and nationals of other States. According to the ICSID Advisory Convention, ratified by Spain in 1994, each member country may appoint up to four arbitrators and four conciliators to the official ICSID lists. In the case of the Kingdom of Spain, the procedure for the selection and appointment of ICSID arbitrators and mediators from the World Bank Group was published in 2019 in Instruction 1/2019 of 27 February from the Secretary of State for Economy and Business Support, the Secretary of State for Trade and the Secretary of State for Justice.

The aforementioned selection and appointment procedure is carried out through a public call for applications, which will provide greater publicity and transparency to the process, with the aim of ensuring equal opportunities for all applicants. This selection model will ensure the capacity, merits and experience of the candidates.

In accordance with Instruction 1/2019, of 27 February, the Secretary of State for Economy and Business Support is announcing a selection process to appoint four conciliators and four arbitrators to the ICSID.

The term of office will be six years and candidates, who may apply for either the position of arbitrator or conciliator, must have experience in the field of law, particularly in the area of investment, trade, industry or finance law. The principle of balanced representation of women and men will be observed in the appointment of candidates.

Applications may be submitted until 23:00 on 30 January 2025, specifying whether they are applying for a conciliator, arbitrator, or both.
