Non-repayable financing line for studies under the Fund for the Internationalisation of Enterprise (FIEM)
The Fund for the Internationalisation of Enterprise is one of the financial instruments that the Spanish Administration, through the Secretary of State for Trade, makes available to Spanish exporters and investors to support their internationalisation. The FIEM aims to promote the internationalisation of the Spanish economy in general, and of Spanish companies in particular, through the direct financing of their export and investment operations abroad.
Within the framework of the Recovery, Transformation and Resilience Plan for the Spanish economy, the so-called “Non-repayable financing line of the Fund for the Internationalisation of Business (FIEM) for studies", has been approved. This initiative falls under Component 13: SME support, Investment 5: internationalisation.
The purpose of this financing line is to promote the internationalisation of Spanish companies, particularly in markets where their presence is limited. This objective is pursued through the financing of studies, technical assistance, engineering services, consultancy work, pilot projects, etc., which help to showcase Spanish expertise and capabilities to local stakeholders, as well as to increase the chances of Spanish companies securing contracts in international markets. The ultimate goal is to generate a pipeline of potential projects of interest, capable of creating a significant knock-on effect for Spanish companies.
This financing line provides grants to foreign public entities, and exceptionally to foreign private entities, for the implementation of feasibility studies, consultancy services or technical assistance, aimed at maximising business opportunities for Spanish companies abroad.
The following criteria will be taken into account in prioritising applications among all eligible proposals under review:
Eligible studies
- Consultancy for public entities: Financing of sector-wide studies, including master plans, aimed at transferring knowledge, showcasing the experience and technology of Spanish companies, or providing advice on regulatory frameworks or institutional structures. The objective is to promote Spain’s positioning in a given sector, prior to the definition of specific projects, while contributing to their development.
- Pre-feasibility or project preparation studies: Studies intended to promote future projects.
- Feasibility studies or project engineering: In this case, the project is already identified, and the financing line would cover costs associated with preliminary studies, technical assistance or engineering services.
- Other eligible activities: Any other study, engineering work, technical assistance or pilot project that promotes initiatives of interest for the internationalisation of Spanish companies. This also includes the drafting of terms of reference and preparation of tender documents.
